About Dr. Agris Preimanis
Associate Director, Regional Lead Economist, European Bank for Reconstruction and Development (EBRD)
Agris is heading EBRD’s economic and policy engagements in the Central Asia, with responsibility for Kazakhstan, Kyrgyz Republic, Mongolia, Tajikistan, Turkmenistan and Uzbekistan. He is engaging with governments, regulators and private sector on formulating economic policies, strategies and structural reforms, with focus on the economy-wide questions, as well as the sector level (particularly financial institutions, energy and natural resources, ICT and infrastructure). He is also overseeing the analysis of macroeconomic environment and reforms in this region.
Agris also maintains a broader role in the venture capital and private equity sector across the entire EBRD region. He advises governments, regulators and industry on ways to improve effectiveness of the venture capital ecosystems through better structuring, more effective networks, improved capacity of players and more effective regulatory frameworks. His work focuses on all stages of venture capital life-cycle, including on early-stage venture companies, as well as, more generally, on innovative SMEs. He is active in Europe and Asia, with focus on Russia, Kazakhstan and Baltics.
Previously at EBRD, Agris was a Senior Economist, Financial Institutions focusing on EBRD’s investments and sectoral analysis of financial institutions and PE/VC funds. He worked on Europe, MENA and Asia, with particular focus on Russia, Middle East and Central Asia.
Prior to EBRD, for 10 years he was a Senior Consultant - Financial Services/Corporate Finance at Oxera Consulting, a UK based economic advisory firm. He provided advice on corporate finance, capital markets, market analysis and regulation to banks, insurance and AM firms, exchanges, clearing houses and regulators in the UK, European and USA. Clients included the London Stock Exchange, AEGON, the Depository Trust and Clearing Corporation, LCH.Clearnet, the Allied Irish Bank, Euroclear, the UK Financial Services Authority and the European Commission.
Agris holds a DPhil, Financial Economics from University of Oxford, an MSc in Financial Economics from Birkbeck, University of London, and BSc in Economics and Business Administration from Stockholm School of Economics in Riga.
